Or they will pay both the downpayment and the full bill they were trying to spread out over time. This process is poorly designed and should be fixed.

We literally can't get through a summer without @ConEdison drastically dropping the power to homes because of air conditioning. But they'll handle 2 million electric cars; no problem.
