David Schell (@DavidMSchell) reported@IN_MI_Power If everybody is afraid of being charged a fee if they're the first to report an outage and it's not ACTUALLY the power company's fault (no idea what the odds are of that), nobody is going to report it because nobody wants to risk that by going first. This policy is garbage, I&M.

They have to know this is gonna create a chilling effect and prevent people from reporting, right???
