In that case you will charge. That doesn’t mean charging me if you need to replace ONT of anything else leading to your router.

No improvement in the past six hours. No emails about the patchy service, and it’s not possible to get anyone on the phone 4 an explanation. Not a good strategy.

Expect Comcast to start offering deals and lower rates. Not sure how fast Comcast will improve customer service.
